The Indiana Family and Social Services Administration (FSSA) has closed its Division of Family Resources offices to the public until further notice. The FSSA is responsible for administering public benefit programs in Indiana, including Medicaid, SNAP, and TANF.
While the DFR’s physical locations are closed, online and telephone services will continue to operate as normal. Clients can continue to use the FSSA benefits portal around the clock to submit applications or changes to their case. DFR staff will also continue to be available by phone at 1-800-403-0864 Monday through Friday from 8:00 a.m. – 4:30 p.m. All scheduled appointments, including application interviews, will take place by telephone.
Applying for Benefits
Although DFR offices are closed, individuals can apply for benefits in any one of following ways:
- Submit an application through the FSSA benefits portal at www.fssabenefits.in.gov.
- Mail an application to the DFR at P.O. Box 1810, Marion, Indiana Paper applications will be available outside each DFR local office. We at the Stinson Law Firm strongly recommend that you send all applications by certified mail to prove receipt of your application.
- Call the DFR at 1-800-403-0864 and submit an application over the phone.
- Fax an application to 1-800-403-0864. Since the DFR has in the past refused to accept a fax receipt as evidence of submission of an application, we at the Stinson Law Firm recommend that individuals call the agency to ensure it has a record of receiving your application.

We also recommend that you frequently check the FSSA benefits portal to ensure that all documents were received and scanned into your file.

The FSSA will continue to hold hearings. Hearings will be by telephone while DFR offices are closed to the public.
The FSSA has announced that hearings scheduled during the next 2 weeks will be rescheduled, so that the DFR has time to mail out hearing packets to appellants and the Office of Hearings and Appeals can distribute instructions on how to call in for phone hearings.
